Job Description – Customer Service Representative
Part-Time (30 hours/week) $16.50-$19.50/hr
About the District:
The Biola Community Services District (BCSD) is a California Special District that provides essential services—including water, sewer, garbage, and street lighting—to a small unincorporated community of approximately 1,700 residents, public facilities, and businesses. BCSD operates with a small internal staff and oversees the work of contracted professionals, including accountants, legal counsel, engineers, water operators, and other service providers.
Office Schedule:
· Monday: Closed
· Tuesday – Thursday: 8:00 AM – 5:00 PM
· Friday: 8:00 AM – 2:00 PM
· Saturday-Sunday: Closed
Position Overview:
Biola Community Services District is seeking a reliable and motivated Customer Service Representative to join our team. This front-line position is essential in providing excellent service to our residents and supporting daily administrative operations. The ideal candidate is organized, professional, and committed to delivering high-quality customer service.
Key Responsibilities:
· Greet and assist walk-in customers in a courteous and professional manner
· Answer incoming phone calls, direct calls appropriately, and take accurate messages
· Generate and distribute monthly utility bills
· Process utility bill payments and issue receipts
· Assist customers with questions regarding their accounts and billing
· Conduct hall rental showings and provide rental information to the public
· Create and set up new accounts for utility service applicants
· Perform general office tasks, including filing, data entry, and organizing documents
· Prepare and process outgoing mail, notices, and other communications
· Maintain accurate records of customer interactions, payments, and service changes
· Assist with bill payment processing, account reconciliations, and administrative support
· Carry out other duties as assigned to support District operations

Qualifications:
· High school diploma or equivalent
· Prior customer service or office experience preferred
· Basic computer skills, including Microsoft Office, email, and data entry
· Strong communication and interpersonal skills
· Ability to multi-task and stay organized in a fast-paced environment
· Bilingual (English/Spanish) required
